Of course, the first solution to fixing this problem is uninstalling your anti-malware/anti-virus software. On the other hand, there are cases where doing this step does not completely resolve the error. So, you might have to resort to the other options listed below.
Method 1: Conducting a System Restore on your Computer
After uninstalling your security software, you can perform a system restore. This will allow you to go back to the system settings before the error occurred. Follow the steps below:
- Click the Search icon.
- Type “System Restore” (no quotes).
- In the System Restore section, click the System Restore button.
- Click Apply and then click OK.
After following the steps above, check if the issue has been resolved.
Method 2: Reviewing the Status of the Following Windows Services
If you notice that the system restore did not thoroughly fix the error 0x6d9, the next resolution would be to check the following Windows services:
- Windows Firewall
- Base Filtering Engine (BFE)
- Windows Firewall Authorization Driver (MPSDRV)
To check them, follow the instructions below:
- Press the Windows Key +R. This should open the Run dialog box.
- Type in “services.msc” (no quotes) and click Enter.
- Once the Services Manager window is up, look for the aforementioned services and check if they are set to “Started”.
Method 3: Resetting the Windows Firewall
Most of the time, users who researched how to resolve 0x6d9 Windows Firewall error followed this method and were able to fix the problem. You can reset the Windows Firewall via the Control Panel or by using an elevated Command Prompt. Doing so will allow you start the services and re-register the firewall DLL file. Here are the steps:
- Press the Windows Key +R to open the Run dialog box.
- Type in “cmd” (no quotes) and hit Enter to open Command Prompt.
- Once the Command Prompt is up, execute the commands below, one by one:
- netsh advfirewall reset
- net start mpsdrv
- net start mpssvc
- net start bfe
- regsvr32 firewallapi.dll
Check if this method resolved the issue. If not, try the next fix.
Method 4: Resetting the Permissions for Microsoft Protection
In this method, you will deal with Windows Registry, which is a sensitive database. If you incorrectly modify it, registry files may be damaged, causing bigger problems to your computer. So, before you follow the steps below, make sure you back up the registry first.
Note the following keys and permissions:
Keys: HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesSharedAccessEpoch
Permission needed: Query Value; Set Value
Keys: HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesSharedAccessDefaultsFirewallPolicy
Permission needed: Full Control; Read
Keys: HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesSharedAccessParametersFirewallPolicy
Permission needed: Full Control; Read
Follow these steps:
- Press the Windows Key +R to open the Run dialog box.
- Type in “regedit” (no quotes) and press Enter.
- Navigate to the aforementioned registry keys and look for “Enter the object names to select field”.
- In the column, type “NT SERVICEmpssvc” (no quotes). Click Check Name and then press OK.
- Add the permissions to their corresponding keys.

(Solved) - Can't turn on Windows Firewall in Windows 7
(8 posts)I have Windows 7 Home Premium. I recently uninstalled McAfee and downloaded Microsoft Security Essentials to be my virus protection.
Now, I cannot turn on my Windows Firewall.
When I try to, I go to Control Panel>Windows Firewall and I get an option to use 'Recommended Settings' but when I click on that, I get Error Code 0x80070424. I used Help and it told me to run Microsoft Fix It, which I did. Then I get a note from Fix It that 'Windows Firewall cannot be set as the default firewall. This problem may be occurring because of an existing Group Policy or because you are using the McAfee Firewall program. If you want to use Windows Firewall, exit this troubleshooter, uninstall the other firewall program, and then run this troubleshooter again.'
I have already run the MCPR.exe uninstall program to completely uninstall McAfee. I have no idea what to try next.

DebraG, Run the MCPR.exe from Safe Mode.

Go to start, and type services.msc in the run box. Search for 'BASE FILTERING ENGINE' in the list. Double click and set Startup Service as automatic. Click on start. Next, Look for WINDOWS FIREWALL in the list. Double click and set Startup Service as automatic. Click on start. Now restart you computer. Hope that helps... Give us your feedback.

I tried running mcpr.exe in Safe Mode. I got an error message:
'Incomplete Uninstallation
Error obtaining full permissions for cleanup. See log file for more details.'
When I View Logs, it says:
'The process cannot access the file because it is being used by another.'
I then tried it in regular mode and got no error messages.

There is no 'BASE FILTERING ENGINE' in the list.
The link that you gave me talks about doing stuff with the Registry files. I don't feel confident enough to fool with the Registry unless following these instructions is the absolute correct and only solution. (I also feel a little wary of downloading stuff to my computer that could just cause further problems).

P.S. I Googled the files referred to in the link you gave me, and it seems that others have had similar problems and luck with this solution. So I guess I'll dive into the deep end of the pool and give it a go. I'll report back what happens. Thanks, again.
