Dell Laptop Windows 8 Recovery

I just updated to Windows 8.1 from Windows 8 on the new Dell computer I bought 4 months ago. When I first got it, I dutifully made a Recovery disc, using the DELL BACKUP AND RECOVERY program that came installed on the computer. It was good that I had because I had to use it several times until I figured (well, almost figured) out Windows 8. But now that I have updated to Windows 8.1, I now find that I am being asked to PAY Dell for an upgrade to their Backup and Recovery program for Windows 8.1, with indications that my original Recovery Disc for Windows 8, might not work properly. Since this 'Backup and Recovery' program seems to be a DELL product, I am wondering if there is a similar function within the windows 8.1 OS that would do what I need?

I am pretty computer literate, but I am not a geek and the more I read about protecting myself by have recovery set up, the more confused I get. I am not so worried about my files, pictures etc. since I use Norton 360 Backup for them, but what I am most concerned about is the OS, which I do not have the OEM discs for. Since I have the Product ID # recorded, would I be able to download the OS system from Microsoft's site, but then my computer would have to be booted up and online to access their site.
I use Norton 360 and have made a 'Rebootable Recovery disc' using their program, which is supposed to work on any Windows computer, but I don't understand how?
